IL PRESIDENTE DEL KENYA, SIAMO ASSEDIATI DAL TERRORISMO ISLAMICO

Il presidente del Kenya Uhruru Kenyatta, in un articolo pubblicato il 2 dicembre sul quotidiano nazionale in lingua inglese  Daily Nation, fa appello al Paese intero, al parlamento, ai media, alle forze di sicurezza, ai leader politici, alle comunità musulmane, a rimanere uniti  nella lotta contro il terrorismo estremista di stampo islamico.

 

Il nostro paese e il nostro popolo è sotto attacco. Una guerra è stata condotta contro tutti i kenioti da un nemico che si nasconde dietro la religione , e molto sangue innocente è stato versato.
Per oltre vent’anni il Kenya ha subito immense vulnerabilità a causa della caduta del governo somalo nel 1991. Questo spazio è diventato uno spazio ideale per i terroristi per addestrare e pianificare attacchi di vasta portata nella regione , il continente , e anche all’estero. Dalla Somalia , hanno diffuso morte e caos impunemente ovunque andassero .Kenya ha, di gran lunga , fatto le spese di questi attacchi terroristici .Nell’agosto del 1998, 200 kenyoti furono uccisi dai terroristi nell’attentato all’ambasciata di Nairobi. Nel novembre 2002 , i terroristi hanno colpito in Kikambala , Distretto di Kilifi, uccidendo decine di persone. Da allora , una serie di attacchi e rapimenti hanno minacciato il nostro popolo e l’economia , hanno violato la nostra integrità territoriale e insultato la nostra sovranità. Questi attacchi terroristici hanno causato la morte di oltre 500 civili e 300 agenti di sicurezza. Dopo decenni di orrore , paura , indignazione e frustrazione , abbiamo deciso in quanto nazione di proteggere la nostra sovranità perseguendo i nostri nemici oltre i nostri confini in Somalia. Nel mese di ottobre 2011 il governo ha autorizzato le Forze di Difesa del Kenya a combattere le milizie di Al – Shabaab in Somalia. Questa decisione fu giusta allora e rimane giusta oggi. L’operazione in Somalia è stata un successo. Al Shabab è stato colpito e ridimensionato. Tutti gli attacchi recenti portano la firma dei terroristi .L’attacco al bus della scorsa settimana è stato accompagnato dalla tipica retorica terroristica. Ieri sera, è stata sventata nel Wajir un’azione terroristica che avrebbe disseminato una indescrivibile devastazione. L’attacco di ieri a Mandera ha colpito invece zona scoperta, lasciando 36 morti kenyoti sul campo. Questi attacchi seguono un modello identico agli attacchi contro i cristiani a Lamu e agli attacchi sporadici a Mombasa , Kwale , Garissa , e Tana River. L’intento evidente è quello di creare ostilità e sospetto tra le etnie e le religioni e di guidare i non – musulmani di alcune regioni di questo paese. Earlier today, I held a meeting with the Inspector-General of Police, Mr David Kimaiyo, a man who has served this nation with dedication and commitment. Mr Kimaiyo offered to retire (andare in pensione)and I have accepted the retirement request. I, therefore, take this opportunity to thank Mr Kimaiyo for his many years of service to our nation.

L’obiettivo finale di questa atroce campagna è quella di stabilire un califfato estremista nella nostra regione. È giunto un tempo per ognuno di noi di decidere e scegliere . Siete dalla parte di un Kenya aperto , libero, democratico che rispetti lo stato di diritto , la sacralità della vita , e la libertà di culto o state dalla parte degli estremisti repressivi, intolleranti e assassini? Il terrorismo e la violenza sono gravi minacce alla nostra nazione. Noi siamo in guerra contro i terroristi e dentro e fuori del nostro paese. Noi non ci tiriamo indietro e né rallentiamo la nostra guerra contro il terrorismo nel nostro paese e nella nostra regione. Continueremo a infliggere perdite dolorose ai terroristi fino a quando non avremo garantito sicurezza al nostro paese e alla regione.La nostra stabilità e prosperità dipende da un quartiere sicuro. Questo è il nostro impegno. Lo shock, l’amarezza e l’oltraggio hanno indotto molti kenyoti, leader inclusi, a perdere la visione del contesto della situazione e la proporzione della guerra al terrorismo. Il Kenya è in guerra. Il nostro nemico vive seminando panico e sconforto nei nostri cuori . Noi aiutiamo questo nemico quando diventiamo succubi del sospetto, della paura, del dito puntato contro, del senso di colpa.

Gli sforzi dei terroristi vanno a segno quando noi vediamo le cose come loro vogliono: con paura, rabbia e disperazione. Diventiamo loro complici inconsapevoli quando dubitiamo e corriamo in loro soccorso, quando urliamo l’uno contro l’altro.Questa è una guerra contro il Kenya e kenyoti . Non è una guerra contro il governo della “Jubilee Coalition” o dei suoileader . E ‘ una guerra che ognuno di noi deve combattere. Le nostre divisioni incoraggiano soltanto il nemico. Il nostro dialogo, qualunque sia il livello, è facilitato dai nostri media. I media devono cessare di essere inerti contenitori di sentimenti, opinioni e discorsi e devono diventare autentici mediatori e broker onesti del dibattito nazionale. I media non devono consentire visioni intolleranti, allarmistiche, intemperanti e stigmatizzanti. Le idee che definiscono e vittimizzano comunità e individui servono agli obiettivi precisi dei nostri nemici. I media, che vengono usati come piattaforma per interazioni distruttive e tossiche, sono pericolosi per la nostra nazione. Io faccio appello ai media del Kenya a sviluppare convergenze sobrie e bipartisan sulle questioni di importanza nazionale, sulle quali noi possiamo confrontarci senza sacrificare la nostra democrazia, libertà di opinione, robusto dibattito. I musulmani sono una comunità laboriosa e pacifica.Il loro contributo alla costruzione della nazione è indispensabile. Vi chiediamo di continuare a stare con il vostro paese con i vostri compatrioti come sempre e a non cedere al desiderio dei terroristi che possono strumentalizzare la vostra religione per manipolarvi. Tutti i kenyoti sanno che l’Islam è una religione di pace perché Allah è buono e misericordioso. Senza dubbio , i terroristi che pretendono di uccidere in nome di Allah non sono né musulmani né persone devote , ma animali squilibrati che hanno perso le loro anime e il loro raziocinio. Siate fedeli alla vostra tradizione religiosa di tolleranza e rispetto per tutte le persone. Noi dipendiamo dal vostro sostegno nella nostra guerra contro l’estremismo violento e il terrore.Io mi rivolgo, in special modo, ai governi delle contee e in particolare a quelle al confine con la Somalia. Non dobbiamo dimenticare che, come leader, abbiamo tutti giurato di proteggere la sovranità di questa nazione. Io vi ricordo che è vostra responsabilità lavorare con il governo nazionale per garantire sicurezza al paese e al popolo. Come Presidente e capo delle Forze di Difesa mi dolgo con voi molto profondamente. Di continuo io mi consulto e rivedo le strategie concrete per rendere sicura ogni zona di questo paese per ogni kenyota. Il mio governo ha investito moltissimo per rendere il Kenya più sicuro, potenziando il personale di sicurezza, migliorandone il welfare,aumentando il numero dei veicoli,dotandoli di strumenti tecnologici.Nonostante questi progressi , riconosciamo alcune carenze della nostra architettura di sicurezza. Alla luce di questo, la scorsa settimana,ho invitato i responsabili della sicurezza del mio governo a collaborare con i membri delle commissioni competenti dell’assemblea legislativa per correggere quegli ostacoli amministrativi e giuridici che limitano la nostra capacità di affrontare la minaccia molto reale ed esistenziale che ci troviamo di fronte. Giovedì di questa settimana, aspetto il rapporto finale sulle loro decisioni e raccomandazioni per prendere ulteriori iniziative. A questo fine ho scritto all’Assemblea nazionale per chiedere di prolungare la sua naturale scadenza fino a quando l’iter non sarà concluso. Sapendo che per la guerra al terrorismo c’è bisogno di tutti noi, faccio anche appello alle altri poteri, in particolare quello Giudiziario e all’ufficio del Capo della pubblica accusa, a lavorare con noi e a cancellare tutte le lacune che osacolano le operazioni che possono garantire sicurezza al paese. Quando intensifichiamo la guerra al terrorismo, io so che ci sono migliaia di nostri uomini e donne in uniforme.Loro continuano a servire la nostra nazione
diligentemente in circostanze difficili e cercando. Abbiamo perso centinaia di loro sul campo per difenderci .E loro continuano a lavorare per noi.Io spero che l’Assemblea Nazionale saprà accelerare il processo che porterà alla approvazione delle necessarie riforme. Io so che tutti sono sotto pressione, ma faccio appello a ciascuno di noi. Io chiedo a tutti i leader di stare insieme e affrontare insieme il nemico. Questa è una guerra che dobbiamo vincere. E dobbiamo vibncerla insime. In tempi come questi i kenyoti devono rimanere uniti e difendere il Kenya.

 

Our country and our people are under attack. A war has been waged against ALL Kenyans by an enemy hiding behind religion, and much innocent blood has been shed.For over two decades now, Kenya has endured immense vulnerability owing to the collapse of the Somalia Government in 1991. This space became ideal for terrorists to train and plan far-reaching attacks in the region, continent, and even abroad.From Somalia, they inflicted murder and mayhem with impunity everywhere they went. Kenya has, by far, borne the brunt of these terrorist attacks. In August 1998, 200 Kenyans were murdered by terrorists when they detonated (fatto esplodere) a bomb at the US Embassy in Nairobi.
In November, 2002, terrorists struck in Kikambala, Kilifi County, claiming over a dozen lives. Since then, a spate of attacks and abductions have threatened our people and the economy, violated our territorial integrity and insulted our sovereignty.
These terrorist attacks have claimed the lives of more than 500 civilians and 300 security officers.After decades of horror, fear, outrage and frustration, we resolved as a nation to protect our sovereignty by pursuing our enemies beyond our borders into Somalia. In October, 2011, the government authorised the Kenya Defence Forces to pursue Al-Shabaab militia into Somalia.This decision was right then, and remains so today. The incursion in Somalia has been largely successful. Al-Shabaab is depleted and on the retreat.All recent attacks bear the terrorists’ signature. Last week’s bus attack was accompanied by typical terrorist rhetoric. Yesterday night,a terrorist attack that would have wrought unspeakable devastation was successfully repulsed in Wajir. yesterday’s attack in Mandera targeted a soft area, leaving 36 Kenyans dead.These attacks follow a pattern identical to the attacks on Christians in Lamu, the sporadic attacks in Mombasa, Kwale, Garissa, and Tana River. The obvious intent is to create hostility and suspicion across ethnic and religious lines and to drive non-Muslims from certain parts of this country. The ultimate aim of this atrocious campaign is to establish an extremist caliphate in our region.A time has come for each and everyone of us to decide and choose. Are you on the side of an open, free, democratic Kenya which respects the rule of law, sanctity of life, and freedom of worship or do you stand with repressive, intolerant, and murderous extremists?Terrorism and violent crime are grave threats to our nation. We are in a war against terrorists in and outside our country. We will not flinch or relent in the war against terrorism in our country and our region.
We shall continue to inflict painful casualties on these terrorists until we secure our country and region. Our stability and prosperity depends on a secure neighbourhood. This is our commitment.In our shock, bitterness, and outrage, many Kenyans, leaders included, have lost sight of the context of this situation and the scale of the war on terrorism.Kenya is at war.

Our enemy thrives on sowing panic and despondency in our hearts. We aid this enemy when we succumb to suspicion, fear, finger-pointing, and blame games.Terrorists’ efforts bear fruit a hundredfold when we see things their way: with countenances of fear, anger, and despair. We become their unwitting accomplices when we doubt and we come to their aid when we shout at each other.This is a war against Kenya and Kenyans. It is not a war against the Jubilee government or its leaders. It is a war that every one of us must fight. Our bickering only emboldens the enemy, every one of us must fight. Our bickering only emboldens the enemy.Our national conversation, whatever its temper, is facilitated by our media. The media must step back from being an inert funnel of sentiments, opinions, and messages and become a true mediator and honest broker of the national discourse.The media must not allow intemperate, intolerant, divisive, alarmist, and stigmatising views.Ideas that profile and victimise communities and individuals serve the precise aims of our enemies. Media serving as a platform for destructive and toxic interaction is dangerous for our nationhood. I urge the media to help Kenya develop a sober, bipartisan consensus on matters of national importance, where we may confer as a national family without sacrificing our democracy, freedom of opinion, or robust debate.Muslims are a hardworking and peaceful community. Their contribution to nation-building is indispensable.

We ask you to continue standing with your country and compatriots as always and not to give in to the desires of terrorists, who may use your religion to manipulate or coerce you. All Kenyans understand Islam to be a religion of peace because Allah is all- gracious and merciful.Without a doubt, terrorists who claim to kill in the name of Allah are neither Muslims nor godly people, but deranged animals who have lost their souls and minds.Stay true to your religious tradition of tolerance and respect for all people. We depend on your support in our war against violent extremism and terror.I also want to reach out, in a special way, to county governments, and especially those whose counties border Somalia. Let us never forget that as leaders, we are all sworn to protect the sovereignty of this nation. I remind you of your responsibility to work with the national government in keeping our country and people safe.As President and the Commander-in-Chief of our Defence Forces, I hurt with you and grieve with you very deeply. I continuously consult and review concrete strategies to make every part of this country safe for every Kenyan.My government has invested heavily in terms of increasing the recruitment of security personnel and improving their welfare, providing vehicles for our security services, equipping them with the hardware and technology needed to keep Kenya safe.Despite this progress, we acknowledge some weaknesses in our security architecture. In light of this, last week, I directed my government’s security actors to engage with the members of the relevant committees of the Legislature, with a view to rectify administrative and legal hurdles that limit our ability to deal with the very real and existential threat that we face. On Thursday this week, I expect a final report of their deliberations and recommendations for my consideration and further action. To this end, I have written to the National Assembly to ask them to extend their sitting until this process is concluded.Recognising that the war on terrorism requires all of us, I also call upon other arms of government, particularly the Judiciary and the office of the Director of Public Prosecutions, to work with us and seal all gaps that hinder effective operations to secure the country.I hope the National Assembly will expedite the process of his vetting and approval..I know we are all under a lot of pressure, but I appeal to each one of us. This is not the time to be cowed by the enemy. I also call on all leaders to stand together and confront this enemy. This is a war we must win. We must win it together. In times like this, Kenyans must unite and stand for Kenya.
